This group went on to discuss the idea more formally. Some early analysis of several potential sites took place with a geologist. 

The guiding principles of the group are that the pool should be 

• Free 

• Accessible 

• Inclusive to all.

During this time the UK were seeing a boom in wild and sea swimming which further supported the project.

Back in 2023 Arbroath Sea Pool Project (ASPP) was awarded a grant from the Angus Rural Partnership Fund to complete a formal feasibility study which was completed by Community Enterprise as to the need for a sea Pool at Arbroath. Full results can be seen in the report.

The report found that the region has a strong swimming and water sports market, and the community would benefit from a pool which would increase the areas sustainable tourism market, which could be an all-year asset, 75% of new outdoor swimmer said they wanted to continue outdoor swimming through the winter in a safer environment.
